| Randolph McAfee, Inc. is dedicated to providing the finest law enforcement classes, excellent instructors, train the trainer programs, forensic statement analysis, conflict resolution and consulting services. This highly qualified husband-wife team, Jill Randolph McAfee & Wiley (Sonny) McAfee are international instructors whose last overseas assignment was in Bosnia- Herzegovina (BiH). In BiH they served as technical advisors for the Department of Justice International Criminal Investigative Training Assistance Program (ICITAP - www.usdoj.gov/criminal/icitap) developing the first Criminal Procedure Code Train the Trainer program. Together they began training officers that ultimately resulted in the training of 12,000 officers of this emerging democracy. Randolph McAfee Inc. also provides additional instructors who are outstanding in their various areas of expertise. FOUNDERS - Jill Randolph McAfee, President of RMI is an advanced certified international law enforcement planner & life long educator. She has a B.A. in Psychology and a Masters degree in Educational Supervision with certifications in psychology, social and biological sciences. Ms. McAfee is a statement analysis expert having conducted jury screening and trial consulting on criminal cases for the state including injury to a child, gang writing, police department internal affairs investigations, aggravated sexual assault, investigation of poison pen letters (threat communiques), murder and capital murder. She has developed Statement Analysis Investigating Deception - SAID© - which is a process of analyzing statements searching for clues of truthfulness as well as detecting deception. Her extensive studies include Psychology, Sociology, Criminal Behavior, Psycholinguistics, Statement Analysis as conducted by the FBI, and Scientific Content Analysis from its founder, Avinoam Sapir. As Director of the Children's Advocacy Center of Smith County, she worked with law enforcement, prosecutors, the Texas Department of Protective and Regulatory Services, local hospitals and the mental health community unifying their efforts into a successful team. While in Bosnia - Herzegovina Jill formed an International Task Force that coordinated the first Criminal Procedure Code Train the Trainer program reaching 12,000 officers. Currently she teaches Cultural Diversity, Statement Analysis in Depth, Visual Clues in Handwritten Statements to Behavior, Sexual Predation – Clues to Deception in Statements and Train the Trainer Programming. Jill is shown at left with Taib Spahic, Director of the Police Training Academy of Sarajevo. Wiley B. (Sonny) McAfee, Vice President of RMI retired from Houston Police Department after working twenty years in patrol, helicopters, narcotics, internal affairs and homicide. He graduated from the FBI National Academy in 129th session. After retiring from HPD Sonny practiced law as a briefing attorney on the First Court of Appeals of Texas. He has also been a prosecutor, legal advisor for Irving Police Department, and a consultant for the Department of Justice ICITAP in Bosnia-Herzegovina and Albania. Currently Mr. McAfee teaches Search and Seizure, Writing Effective Search Warrant Affidavits, Legal Aspects of Interview & Interrogation and Supervisory Liability at various agencies including Regional Counterdrug Training Academy, Irving Police Academy, & Midwest Counterdrug Training Academy. Sonny is shown at left answering questions and teaching police officers in Sarajevo. Training Coordinator Richard Dix retired from Irving Police Department and is currently the Training Coordinator for RMI. He graduated from the University of Texas School of Law in Austin, Texas. Tom served as District Attorney in the 36th District Court as well as Assistant District Attorney in the 36th (Aransas and San Patricio Counties) & the 105th District Courts. Tom was named Prosecutor of the Year in 1990. Tom Bridges and Ted Wilson co-authored the text, Warrants Manual for Arrest, Search and Seizure, with Ted Wilson; Texas District & County Attorneys Association which has become the primary authority for search warrants throughout the State of Texas and is now in its third edition. He is an instructor for legal and law enforcement training. Tom currently serves as Police Advisor and Municipal Court Judge for Portland, Texas. Jonathan ‘Dino’ Ferrari retired after 22 years with the London Metropolitan Police. During his British policing career, he worked in investigations, internal affairs, community policing and spent a great deal of his career in protection and anti-terrorism. In 1997, he was selected nationally to head the first UK police contingent to Bosnia- Herzegovina. Operating under the auspices of the United Nations, his main duties included heading the unit for investigating alleged human rights violations by police officers. He was awarded a commendation for services in the field for bringing the first actions to be taken against Bosnian police officers. From his policing experience in London and his reputation gained in Bosnia, he was asked to become the personal advisor on security related issues to the High Representative in Bosnia-Herzegovina. In 1999 until 2005, he became a consultant and trainer for the US Department of Justice, International Criminal Investigative Training Assistance Program in Bosnia & Croatia teaching law, investigations, media issues, community policing, firearms and train the trainer to name but a few. Dino was a team member who worked with Sonny & Jill McAfee providing training for 12,000 officers in Bosnia – Herzegovina. He holds numerous qualifications as an instructor and just enjoys being in the thick of it with staff and pupils alike. Detective James Hallum is one of RMI’s most sought after trainers due to his 26 years of experience, ability as an instructor and personality. He has taught rookie courses for veteran officers over the past 9 years. He has made presentations to civic groups, various public schools to all age levels, as well as currently being an Adjunct Instructor for Tarrant County College. In addition, Detective Hallum worked with and instructed Interview and Interrogation for the Shaken Baby Alliance of North Texas. Detective Hallum has worked hundreds of assaults, aggravated assaults, aggravated sexual assaults and countless misdemeanor “pervert crimes” such as window peepers and exhibitionists. He worked as an undercover narcotics investigator as well as serving on the DEA Task Force at DFW. Detective Hallum served as the lead investigator on capital murder cases and murder cases, and assisted in the investigation of the “Texas 7” and Mi-T Fine Car Wash cases. Detective Hallum was the lead investigator on numerous officer involved shootings, including one that involved 7 officers and a large outdoor crime scene. Capt. Jeff Spivey has been with the Irving Police Department since 1986. He has supervised the investigation of property crimes, worked undercover in narcotics & in the DEA task force at DFW Airport where he investigated and interdicted drug/money carriers. He was the lead investigator for the "Texas 7" and has investigated other high profile cases such as the Mi-T Fine Car Wash murders. He has also worked in Personnel and Recruiting where he oversaw the recruitment and hiring of police employees. Jeff Spivey is now the lieutenant in CID where he oversees property crimes, legal and juvenile investigative sections. He has a Bachelors Degree from Midwestern University. Ted Wilson recently retired from the Harris County District Attorney's Office after 34 years. During his tenure with that office, Ted worked as a trial court prosecutor trying everything from misdemeanor cases to capital, death penalty, murder cases. Then he was assigned to the Special Crimes Bureau. During his 28 years in that Bureau, Ted was a Major Fraud prosecutor, the Major Narcotics Offenders prosecutor, Chief of the Organized Crime Division, Chief of the Major Offender Division and, Chief of the Special Crimes Bureau. Ted was the Chief of the Professional Development Bureau during his last year in that office focusing his efforts on training all of the attorneys and investigators. Ted has been training police officers for the past 20 years. He is an instructor at the Houston Police Department Academy, the Harris County Sheriff's Academy, the Texas District and County Attorney's Association, the Texas Department of Public Safety, the Regional Counterdrug Training Academy and the Midwestern Counterdrug Training Center. He is also a guest instructor for the Louisiana District Attorney's Association, the Vermont State's Attorney's Association, the Houston H.I.D.T.A. and numerous police and prosecution agencies throughout Texas. He is also the co-author of the Manual for Arrest Search and Seizure Warrants published by the Texas District and Count Attorney's Association. He is a graduate of St. Edward's University and South Texas College of Law. Vic Wisner was an Assistant District Attorney in Harris County from 1984-2008. He retired as the Division Chief of the Major Offenders Section. He also served as a Division Chief in the Trial Bureau, White Collar Crimes and Police Integrity Divisions. Prior to becoming Division Chief, Mr. Wisner was a chief prosecutor from 1989-2001, serving in a District Court and in a Special Crimes Unit prosecuting major offenders and drug cases. Mr. Wisner has prosecuted over 300 felony jury trials, including fourteen death penalty verdicts. He has also served as a Narcotics Task Force Advisor. Mr. Wisner served with the Houston Police Department, from 1981-1984 and has maintained his peace officer certification. Mr. Wisner also lectures for the Texas District and County Attorneys Association (TDCAA). He has taught “Motions to Suppress” at the bi-annual Trial Skills Course. He has also taught at several prosecutor “top gun” and investigator courses for TDCAA. He has spoken at the National Advocacy Center, DPS Academy, the TNCP annual meeting, and to police and prosecutors in numerous states. He also serves as an Associate Municipal Judge for Jacinto City, Texas. Mr. Wisner is a graduate of the State University of New York – Albany, Albany Law School and the South Texas College of Law. Marc W. Brown has 17 years experience as a prosecutor with Harris County District Attorney’s Office. He has served as Chief Prosecutor assigned to Gangs and Narcotics Division and Chief of the Misdemeanor Division. Mr. Brown has handled several hundred major narcotics cases from investigation to final conviction and has drafted narcotics search and arrest warrants. He has been the recipient of the 2003 Prosecutor of the Year and the 2004 Citation for Outstanding Contribution in the field of Drug Law Enforcement. His teaching experience includes instructor for RCTA (Regional Counterdrug Training Academy) Midwest Counterdrug Training Academy, Texas Department of Public Safety, Texas District Attorney’s Association, Houston Police Department and Drug Enforcement Administration to name a few. His areas of expertise include Search & Seizure, Highway Interdiction, Prosecution of Narcotics Cases, Drug Prosecutions and Warrantless Search & Seizure.
