Arrest, Search & Seizure - Intermediate Core Course
Sonny McAfee teaches this interesting and informative course that puts the
principles of arrest, search and seizure into a usable, common sense format.  
Participants analyze, discuss and share conclusions in group and class to
explore the principles of this TCLEOSE core course.  This class starts with basic
citizen police encounters through arrest search or seizure and progresses to
how levels of suspicion are developed and documented.  

Relevant Texas statutes and case law are used to discuss Criminal Procedure
Code concepts involved in arrests and the seizure and search of persons and
property.  Warrants and exceptions to warrant requirements are also
addressed including scenarios that officers use in groups to analyze what is the
best course of action.  Warrantless searches pursuant to consent, search
incident to arrest, automobiles, and in exigent circumstances will be examined
for application in the daily work of law enforcement officers.  Officers discuss
proper procedure and the likelihood of prosecution in each case.  This course
meets and exceeds the requirements of Texas Commission on Law
Enforcement Standards and Education #2108 as a core course for an
intermediate certificate for 15 hours of TCLEOSE credit.

This 24 hour course takes participants beyond the basics through everything that investigators
wish they had known before they got the job.  Investigators become ADEPT applying five major
principals of investigation - Assessment, Development, Execution of an action plan,
Perpetrator Apprehension to Trial & Prosecution.  The ADEPT process creates an easy to use
blueprint for organizing investigations.   This class takes officers from the first day of stepping
into the shoes of an investigator by learning how to best prioritize cases to using the principals
to investigate real life cases. Investigations include BMV, Burglary, Class A Assault, Sexual
Assault, Serial Rape and more where participants have the luxury of learning the ropes from
seasoned investigators.

Detective James Hallum is one of RMI’s most sought after trainers due to his 26 years of
experience, ability as an instructor and personality. He has taught courses for rookies  to
veteran officers over the past 10 years. He has made presentations to civic groups, various
public schools to all age levels, as well as currently being an Adjunct Instructor for Tarrant
County College. In addition, Detective Hallum worked with and instructed Interview and
Interrogation for the Shaken Baby Alliance of North Texas. Detective Hallum has worked
hundreds of assaults, aggravated assaults, aggravated sexual assaults and countless
misdemeanor &  pervert crimes such as window peepers and exhibitionists. He worked as an
undercover narcotics investigator as well as serving on the DEA Task Force at DFW.
Detective Hallum served as the lead investigator on capital murder cases and murder cases,
and assisted in the investigation of the Texas 7 and Mi-T Fine Car Wash cases.

Jill Randolph McAfee, President of RMI is an advanced certified international law
enforcement planner & life long educator. She has a B.A. in Psychology and a Masters degree
in Educational Supervision with teaching certifications in psychology, social and biological
sciences. Ms. McAfee is a statement analysis expert having conducted jury screening and trial
consulting on criminal cases for the state including injury to a child, gang writing, police
department internal affairs investigations, aggravated sexual assault, investigation of poison
pen letters (threat communiqués), murder and capital murder. She  developed Statement
Analysis Investigating Deception - SAID which is a process of analyzing statements searching
for clues of truthfulness as well as detecting deception. SAID ultimately translates raw
information into usable intelligence.

Cultural Diversity - An Investigative Approach
"At last, a cultural diversity class we can use in our jobs!" seems to be the overall
response of participants in this class.  Cultural Diversity Class is a four to eight hour class
(depending on your needs) that shows how to use cultural clues promoting communication
and safety for the officer's advantage.

Finally, a common sense approach with methods for daily use techniques incorporating
cultural clues. Cultural Diversity meets all the objectives of TCLEOSE 3939 including
general characteristics of cultures, gang cultures, hate crime groups, basic principles of
Islam, contact with members of specific cultural groups in the work place and community,
& racial profiling plus consular notification information.  The focus of this class is on how
learning cultural cues can increase an officer's powers of communication, observation,
interviewing, interrogation and conflict resolution skills to prevent the  escalation of a
situation and to properly address citizen concerns.  

Jill Randolph McAfee is a life long educator as well as an international advanced certified
law enforcement planner.  Her background includes curriculum writing, with teaching
certifications in psychology, social and biological sciences with a Masters degree in
Educational Supervision. Jill wrote curriculum guides for sociology including extensive
studies in cultural diversity. She has formed international training teams that planned &
supervised the training of 12,000 officers in Bosnia - Herzegovina.  Jill has served as the

Cultural Diversity: An Investigative Approach - Train the Trainer
This program is a proactive and positive approach to Cultural Diversity.  Adult
education techniques are paired with how Cultural Diversity can enhance officer safety,
communication with community members, departmental polices and problem solving
skills.  The focus of this class is on how learning cultural cues can increase an officer's
powers of communication, observation, interviewing and interrogation skills and conflict
resolution skills to prevent the  escalation of a situation and to properly address citizen
concerns.  This course helps participants lay the framework for a Cultural Diversity class
tailor made for their specific communities.

A training matrix and curriculum guide make this program easy to implement.

Legal Aspects of Interrogation
CORINTH POLICE DEPARTMENT IS HOSTING
LEGAL ASPECTS OF INTERROGATION
Instructor: Sonny McAfee

The Legal Aspects of Interrogation class covers Fifth Amendment issues during
custodial interrogation as well as specific requirements of 38.22 of the Texas
Code of Criminal Procedure.  The course covers Miranda requirements,
interrogation after invocation of right to silence, and implications of invocation of
the right to counsel under the Fifth Amendment.  

Additionally, issues that arise when the Sixth Amendment right to counsel has
attached are covered, including when the right attaches, when the right is
invoked, when an interrogation may occur after the right has attached and how to
obtain a waiver of the Sixth Amendment right.  

The course emphasizes strategies for lawfully interrogating the suspect while fully
providing constitutional rights, and complying with the law of Texas.  Recent U.S.
Supreme Court law expanding investigators’ abilities to contact defendants
following arraignment who have already requested or received counsel are
discussed.

Capturing the Texas 7 -  Multi-jurisdictional Investigations
This course carefully examines the multi-jurisdictional investigation of the
Texas Seven including examination of statements using SAID, crime scene
investigation, working with other agencies, following  leads, working with
other agencies, maximizing inter-agency and intra-agency communication,
working with the media, getting the evidence back to Texas, the trial impact
and the final disposition.  Capt. Jeff Spivey was the lead investigator for the
Texas Seven investigation and has investigated other high profile cases such as
the Mi-T Fine Car Wash murders. He brings a unique and professional
perspective to this highly charged investigation.  Jill McAfee gives a brief
introduction to the importance of statement analysis using SAID© - Statement
Analysis Investigating Deception.    

Capt. Jeff Spivey  has supervised the investigation of property crimes, worked
undercover in narcotics & in the DEA task force at DFW Airport where he
investigated and interdicted drug/money carriers.  He was the lead
investigator for the "Texas 7" and has investigated other high profile cases
such as the Mi-T Fine Car Wash murders.  Recently, Capt. Spivey moved from
command of the jail section to the patrol division.

SAID is a process for turning the raw information in a statement into usable
intelligence.  SAID helps you determine whether the subject is concealing
information, providing false information, omitting information and other

This 3 day, twenty four hour course covers detecting deception in statements

Wiley  B. “Sonny”  McAfee was employed by the Houston Police
Department for more than 20 years serving in assignments including
helicopter patrol, narcotics, internal affairs, and retired as a lieutenant
in the Homicide Division.  Following his  retirement, Sonny has been an
attorney for the First Court of Appeals, a prosecutor in Harris & Smith
Counties, Legal Advisor to Irving Police Department and a well
respected International  consultant.  He served as a consultant to the
governments of Albania and Bosnia-Herzegovina for the International
Criminal Investigative Training Assistance Program of the U.S.
Department of Justice.  Currently Sonny trains officers around the
nation in current search and seizure issues, drafting search warrant
affidavits, legal aspects of highway interdiction, police liability, Fifth and
Sixth Amendment interrogation issues, homicide investigations and
Texas Criminal Procedure.

Ted Wilson recently retired from the Harris County District Attorney's
Office after 34 years. During his tenure with that office, Ted worked as
a trial court prosecutor trying everything from misdemeanor cases to
capital, death penalty, murder cases. Then he was assigned to the
Special Crimes Bureau. During his 28 years in that Bureau, Ted was a
Major Fraud prosecutor, the Major Narcotics Offenders prosecutor,
Chief of the Organized Crime Division, Chief of the Major Offender
Division and, Chief of the Special Crimes Bureau.  Ted was the Chief of
the Professional Development Bureau during his last year in that office
focusing his efforts on training all of the attorneys and investigators.  
Ted has been training police officers for the past 20 years.  He is an
instructor at the Houston Police Department Academy, the Harris
County Sheriff's Academy, the Texas District and County Attorney's
Association, the Texas Department of Public Safety, the Regional
Counterdrug Training Academy and the Midwestern Counterdrug
Training Center.  He is also a guest instructor for the Louisiana District
Attorney's Association, the Vermont State's Attorney's Association, the
Houston H.I.D.T.A. and numerous police and prosecution agencies
throughout Texas. He is also the co-author of the Manual for Arrest
Search and Seizure Warrants published by the Texas District and Count
Attorney's Association.  He is a graduate of St. Edward's University and
