Jail Operations & Management Liability
is a class designed for personnel working in, and supervising, corrections and/or municipal detention facilities. The
unique setting of the jail can produce legal challenges that are different from any others in law enforcement. This
course provides attendees a foundation for understanding liability for the agency and individuals with a clear
explanation of qualified immunity. Jail administrators and supervisors gain the knowledge to effectively use the tools
available for making policy and developing procedure.

Wiley  B. “Sonny”  McAfee was employed by the Houston Police Department for more than 20 years serving in
assignments including helicopter patrol, narcotics, internal affairs, and retired as a lieutenant in the Homicide
Division.  Following his  retirement, Sonny has been an attorney for the First Court of Appeals, a prosecutor in
Harris & Smith Counties, Legal Advisor to Irving Police Department and a well respected International  consultant.  
He served as a consultant to the governments of Albania and Bosnia-Herzegovina for the International Criminal
Investigative Training Assistance Program of the U.S. Department of Justice.  Currently Sonny trains officers
around the nation in current search and seizure issues, drafting search warrant affidavits, legal aspects of highway
interdiction, police liability, Fifth and Sixth Amendment interrogation issues, homicide investigations and Texas
Criminal Procedure.
